January 13, 2012 Board Meeting 10:00 AM

Ben Glezer presided and called the meeting to order at 10:05 AM.
Board members in attendance were: Glezer, Kozak, Yingling and Hamburger
 
Minutes of the November 18, 2011 Board meeting as posted on the SM2 website were approved.

Presidents Report
First snow removal occured in October; all went well.

Declarants Report
All is quiet; no sales in progress.

Landscape Report
All planned landscaping has been completed; all plantings look ok.

Snow Removal Review
  • SM2 will take care of the model unit
  • SM2 will not contract snow removal for the other 3 vacant units

Secretary/Treasurers Report

  • There are no monthly condo fee delinquencies
  • 15 owners paid their annual fees with a single reduced payment
  • Received Markey's contribution for drainage improvement work so there are no accounts receivable
  • Requested and received contractor certificate of insurance from W&S
  • Requested contractor insurance certificate from Markey; Markey agreed to provide
  • Settled up with Markey in December for roof storm repairs occuring in September
  • Filed insurance claim for ceiling damage to one unit from roof leak during Sept storm
  • Requested and received  quote  from W&S to straighten street lights, mail boxes and street signs
  • Unclaimed basement insurance claim monies moved to escrow (money market); owner has until 9/6/12 to claim
  • Maximum CD term at Citizens for commercial accounts is 18 mos at 0.55%; monies therefore to remain in money market at 0.65% 
  • $50,000 of deposits to be maintained at Citizens to maintain zero banking fees
  • March 29, 2012 is deadline to mail 2011 financial results to each owner
  • 2011 taxes will again be done by Phil Kozak ( SM2 paid $300 for tax preparation in prior years ) 
SM2 Website Statistics

Traffic at SM2's website during 2011 averaged 85 hits (pages read) per week.
The distribution of volume to various topics was as follows:

Old Business
  • Small Patio Issue (Unresolved at 9/23/11 Board Meeting):  Patio enlargement plans (setback) need to be approved by the township before requesting SM2 Board approval; SM2 is prepared to approve any reasonable request to assist the unit owner at the unit owners expense.
  • Adding Newspaper Boxes to Mailboxes: (Survey promised in 4/7/11 Board Meeting but not conducted) Board decided to continue requirement that all mailboxes continue to be the same uniform appearance. Newspaper boxes if approved would need to be added to the mailbox of every unit. A survey of owners will be included along with the 2011 financial results to be mailed on or before March 29, 2012.
  • SM2 Website:  Phil Kozak will continue to provide a free website to maximize property values by allowing future condo buyers and mortgage lenders to peek in and get warm and fuzzy feelings that SM2 is responsibly managed.
  • Satellite Dishes: The Board adopted the Secretary's recommendation of "No Holes In The Roof"; possible mounting locations include shrub beds, off the side of a building or off a dormer; mounting location requires approval of the SM2 Board. Dish users who wish to have service during wet snowfalls are advised to place the dishes in an accessible location so wet snow can be removed from them.
  • Contractors: The Secretary when speaking with prospective condominium management associations learned that 75-80% of HOAs require, whether written into their bylaws or not,  that their maintenance and repair contractors(1) have liability insurance, (2) be registered and have a PA HIC# and (3) have PA workers compensation insurance.   Given that SM2 has 10 million dollars of real estate and tens of thousands of dollars of cash at risk, the Secretary recommended to the Board on 11/18/11 and the Board voted to require its contractors to (1) have liability insurance, (2) be registered with a PA HIC# and (3) have workers compensation insurance. While it has since been affirmed that sole proprietors are not required to have workers compensation insurance in Pennsylvania, the Boards decision of 11/18/11 remains. Sole proprietors who have elected not to purchase workers compensation from the PA state fund are not eligible to work at SM2.        
New Business
  • Board Vacancy: Ben Glezer will be inviting a prospective member to join the Board to fill the vacancy which expires in September of 2013.
  • Contractor Yard Signs: Except for real estate signs, contractor yard signs are prohibited; bylaws will be amended to (1) allow real estates signs that are typically in use currently (current bylaws only permit one sign in window) and  (2) allow security service signs.
  • SM2HOA  Annual Meeting Date: The 2012 annual meeting date shall be Thursday September 20, 2012.
  • Management Companies: The Board has received information from 3 management companies; members are to review before the next Board meeting.
